You can see that there is an issue with the in-game Manage showing the image as black.

Problem solving

The reason why the thumbnail looks black is that the TGA file name in the skin folder is too long or too complicated.

The TGA file name must be 25 characters or less.

Name the TGA file Preview or something else.

After renaming the TGA file, launch CoH2 Tools and click Builder.

You can see the thumbnail appear normally in Manage in-game.

Thumbnail appears normally in Manage in-game, but

If the thumbnail doesn't appear in the Steam Workshop, click on the CoH2 properties in the Steam library, downgrade the beta to legacy_32bit - Old Windows 32bit version of COH2 and update the mod from the in-game admin.

Once the downgrade patch is complete, launch Company of Heroes 2 Tools - CoH2 Mod Builder and launch the Builder to re-upload the mod.
